Notice of Requirement for Designation Under section 169 of the Resource Management Act 1991

Waikato District Council has received a Notice of a Requirement for a designation of land from Waikato District Council’s Water and Facilities Group.

DESCRIPTION OF PROPOSAL
The requirement is for works associated with the construction, operation and maintenance of a water reservoir site. For the past two years, Waikato District Council has been preparing the Te Kauwhata Structure Plan to plan for the long term future shape and direction of Te Kauwhata.

As part of the infrastructure planning for the Te Kauwhata Structure Plan, Council has been investigating long term water supply requirements. Through this work, the Water and Facilities Group of Council has identified a need to designate land for the construction of two water reservoirs. The proposed reservoirs will be a maximum of six metres high and 25 metres in diameter. Each reservoir will be constructed of concrete. Due to the requirement to have sufficient head (or water pressure) to allow the water to be easily pumped to the Te Kauwhata village, the preferred site is elevated.

Effect of the Requirement
The main effects resulting for the NOR will be noise, stormwater and dust issues during construction. Long term effects will be visual effects as the preferred site is elevated and visually prominent. The site can be seen from Rangiriri village, from Plantation Road to the north and from Te Kauwhata Road and Wayside Road. A landscape mitigation plan has been prepared to screen and soften the bulk of the reservoirs and provide a way of mitigating the potential visual effects on the surrounding area.

ALTERNATIVE SITE, ROUTES AND METHODS CONSIDERED
The Requiring Authority considered three alternative sites before confirming the Te Kauwhata Road site as the preferred option. Each of the sites had to fit within the broad parameter of having sufficient height to provide adequate pressure head and to be located within a corridor extending between the Hall Road treatment plant site and the Te Kauwhata township. The alternative sites that were initially considered and the reasons for not taking them further are set out below:
(a) Site adjacent to the existing water reservoir on Te Kauwhata Road. This site was discontinued due to landowner preference.
(b) Site at the north end of Wayside Road and Vineyard Road. This site was discontinued due to property being subdivided and not being available for consideration.
(c) Site on Plantation Road. Property was considered unsuitable from an engineering perspective.

Making a Submission
Any person may make a submission on the notice of requirement. You may do so by sending a written submission to the Waikato District Council, Private Bag 544, Ngaruawahia, fax 07 824 8091.

The submission must be dated, signed by you and include the following information:
1. Your name, postal address, telephone number and fax number (if applicable).
2. Those aspects of the notice of requirement in respect of which you are making the submission.
3. Whether you support or oppose the requirement in whole or in part.
4. Your submission with reasons.
5. The recommendation you wish the Waikato District Council to make.
6. Whether you wish to be heard in support of your submission.
