Matangi Recreation Reserve Masterplan

In partnership with the Matangi-Hillcrest Sports Club, local community groups and mana whenua, Council is planning for the future of the Matangi Recreation Reserve.

The draft Matangi Recreation Reserve Masterplan has been developed alongside locals, and we’d love to hear what you think. From Friday 9th October until Monday, 9 November 2026, we’re inviting the community to share their thoughts on the plan and help shape how the reserve is to be developed and used in the years ahead.

We want the reserve to better reflect local needs, and we want to know what amenities proposed are important to you, what should be prioritised and what considerations need to be included.

All submissions gathered during this period will be considered and deliberated, with an opportunity for submitters to speak to their submissions. Submissions will inform the final draft masterplan for adoption, with the plan adopted in December 2026.

Why are we undertaking this consultation?

We are seeking the community input to inform the draft masterplan. The masterplan will be included and added to the Sports Park Reserve Management Plan. Amendments to Reserve Management Plans requires consultation for a minimum of one month.
What will you do with my feedback?

Your feedback will be collated and analysed by staff and used to inform deliberations. A sub-committee of Council deliberated on all submissions to inform the final masterplan. Submitters will also be provided an opportunity to speak to their submission at a hearing.
What is a masterplan?

The masterplan provides the direction for the future planning and investment into the reserve. Determining community preferences and establishing the best means to provide for them are essential ingredients of good master planning.
A masterplan provides the community certainty about the function and development of the reserve and helps ensure that management decision outlined in the Sports Park Reserve Management plan are administered appropriately.
Is there funding for everything outlined in the masterplan?

Funding is available for enabling works for the reserve, as outlined in the staging plan within the document. Further funding will need be sought through the long-term plan process or developed through community-led projects.
How was the draft masterplan developed?

A steering group consisting of local community members informed the developed of the draft plan. This included members from the Matangi-Hillcrest Sports Club, local community members, mana whenua, and neighbours.
Why has a masterplan been developed for the reserve?

The Sports Park Reserve Management Plan was consulted and adopted in 2025. Through the submissions process, several submitters provided comments and concerns that highlighted a need to develop the reserve in a holistic manner. The masterplan was an action of Reserve Management Plan, with the masterplan process initiated in February 2026.
