Property sale: 31 Jesmond Street, Ngaaruawahia

Waikato District Council is seeking proposals for the purchase and redevelopment of the historic property at 31 Jesmond Street, Ngaaruawaahia. 

Home to the former Ngaruawahia Centennial Memorial Plunket and Ladies' Rest rooms, this corner site offers opportunity to preserve a piece of local history while creating a vibrant new commercial, retail, or community space that supports the revitalisation of the town centre. 

The 0.0511-hectare site includes: 

  • a 1940s Art Deco-style brick building of approximately 110 m², including an attached single garage; 
  • a separate outbuilding of approximately 40 m²; 
  • heritage-listed buildings protected under the District Plan; and 
  • a 100+ year old Holm Oak located directly outside the property

The public toilet currently located on the site will remain in Council ownership under separate property tile. 

Some investment would be required it bring the building back to a reasonable standard for occupation. 


Site history 

The Plunket and Ladies' Rest rooms were built in 1940 as Ngaaruawaahia’s Centennial Memorial. The project was funded through the Queen’s Carnival, where the community raised £880, approximately $112,000 in today’s currency*. 

Designed by architects Walker & Muston, the single-story L-shaped building was constructed using Huntly brick and timber joinery.

Proposal process 

Council is using a single-stage Request for Proposal (RFP) process. Interested buyers are invited to submit a proposal that shows how they would redevelop the property and how their plans support Council's vision for the site. 

Proposals will be assessed on factors including: 

  • Purchase price and proposed commercial terms. 
  • The development proposed for the site and its contribution to the town centre. 

After the proposals have been assessed, Council will enter negotiations with the preferred respondent to agree on final commercial terms.  

Once these have been finalised, the required approvals will be sought to complete the sale.
