Mayor (1 vacancy)
-
Jacqui Church
It has been an honour serving as your Mayor this term and Councillor since 2013. I'm proud of what we've achieved together, but there's more to do.
Fervently people and community-focused, I offer authentic, commonsense, and collaborative leadership that's stable, practical, business-orientated, and innovative. Despite economic pressures, complex regulations, and massive growth, we've kept rates increases to a minimum while improving services and delivering significant change. Under my direction, we've begun modernising Council by executing an operational restructure, appointing a new CEO and road contractors, and establishing a council-controlled waters organisation. We've delivered major road, waters, and community infrastructure. We've created progressive housing, communications, agribusiness, country-living, and environmental initiatives.
Transformation takes time. Council must deliver better for you. Looking ahead, I'm focused on fair rates, modernisation, and budgets, while serving you with integrity and transparency. A proven, hardworking Mayor, I'm committed to building a liveable, thriving district with you.

Aksel Bech
For rates sake, vote to empower communities with voice, choice and control over things that matter.
Vote to end three years of debt blowout from $178.7m to projected $347m this year and near doubling numbers of $150K+ salaried senior staff since 2022. Time for real change and leadership, not photo-ops.
As WDC councillor 2016-2022 and your previous Deputy Mayor, my proven council and extensive business experience in dairy-related manufacturing and exporting will lead us to a better, more affordable future. Lowering costs to ratepayers through shared services must start now and we can make progress ahead of coming government driven amalgamation reforms. I will introduce citizens' assemblies so your voice, from towns and heartland rural communities, is heard alongside strong community boards and committees as decisions are shaped rather than deadline driven rubberstamp consultation too late for real changes.

Huntly General Ward (1 vacancy)
-
David Whyte
Thank you for taking the time to read the election material and vote. It is fantastic that you take this seriously enough to digest the candidate information. The key issues council face are affordability, getting things done and connecting with folks so they understand what is going on. In recent council hearings two different community group leaders, who are not from Huntly or surrounds, independently mentioned that I 'talk sense' and bring cost concerns to the table. They have watched, observed and participated in discussions at council over the last three years to form this opinion. I will continue to focus on the affordability. Additional I will continue to communicate what is going on at council in easily understandable ways and work to get things done.
-
Michael Cresswell
I've lived in Huntly most of my life and have a strong connection to the local community. I've been a local painter for over twenty years, so I know my way around Huntly Ward and surrounding areas. I'm approachable, hands-on, and not afraid to get stuck in when there's work to be done.
For nearly a decade, I served on the Ohinewai School Board, supporting the growth and wellbeing of a local school. I've also been involved with local sports clubs, including Huntly Gymnastics Club, and currently coach with the Huntly Swim Club, where I enjoy helping young athletes develop their skills and confidence. If you're looking for someone who cares about their community and the people in it, I will work on your behalf to be the person.

Kia ora, I'm Dianne.
My family and I have called Ngāruawāhia home for around 16 years. My partner Eric and I are raising our two children here, both are students at Ngāruawāhia High. I've proudly served two terms on the Ngāruawāhia Community Board and the Ngāruawāhia High School Board, I'm also President of the Huntly Swimming Club. Ganga Sudhan

Ngāruawāhia is where I have chosen to put down roots and be part of the community I care deeply about. I've spent the last ten years in New Zealand, working alongside groups that help people gain skills, confidence, and better futures.
I believe in practical, fair decisions that support our working families and create real opportunities for our rangatahi and the vulnerable to thrive with a hand up, not a handout, always respecting the dignity of the individual.
I will be a strong, local voice who listens, speaks up, and focuses on the things that matter: safe streets, thriving families, and a town we can all be proud of. I am standing because Ngāruawāhia deserves councillors who are community-driven, not politically driven, who put people first, every time. And anyone who has worked with me or been supported by me knows this to be undeniably true.

Peter Mayall
ACT Local
Time and again, ratepayers have been let down by Waikato District Council with out-of-control rates hikes, neglected public services, and wasteful spending on ideological projects like the Birchwood Lane and Telephone Road fiascos. It is time to give Council a wake-up call and focus on what actually matters to Tamahere-Woodland residents.
As an Associate Chartered Accountant and business leader, I understand the importance of financial discipline, transparency, and accountability. Council spending should be open, competitive, and judged solely on performance, not ideology or identity.
By voting for me as an ACT candidate you know what you are going to get: I will keep rates down, cut wasteful spending on vanity projects, reduce needless red tape on local businesses, and ensure all council decisions are practical, transparent, and maximise value for ratepayers money.
To ensure common sense is back on the council table, please give me one of your votes.
-
Anne Cao-Oulton
I'm a candidate for the Council because I deeply care about our community's future and am here to act on your concerns. A resident of Matangi for nine years, I've actively served on both the Tamahere and Matangi Community Committees, and as a board member and company director.
I hold a master's in management, majoring in International Business, and bring wide experience across tourism, events, and international education. I've been a journalist and professional basketball player, and I'm bilingual in Chinese and English. I've managed multicultural teams and proudly promoted diversity and inclusivity through our Matangi Cherry Blossom Festival.
I'm as passionate about good governance as any local backing the Chiefs. I will stand up for all ratepayers, district wide, prioritise essential services and bring energy, transparency, and accountability to to Council. With smarter partnerships and stronger ties to Asia, we can grow opportunity and innovation, together. www.AnneCaoOulton.com https://www.facebook.com/annecaooulton/ Anne@AnneCaoOulton.com

Mike Keir
Having completed one term at Council, I'm frustrated at the red tape and reluctance to fix something that's broken. I was the only councillor to vote against massive rates rises for the next eight years.
I've lived in Tamahere for 25+ years, raising a family and planting thousands of trees. I'm a qualified civil engineer, former CEO of infrastructure companies and co-own a civil projects firm. I teach engineering students at Diploma level.
I have a real-world understanding of roading and infrastructure Council's biggest spend and a massive driver of rates. Yet many savings initiatives I've recommended have been blocked. It's hugely frustrating.
To get a different result, we must change something, and fast. We need new leadership and a new mayor.
A vote for me, and for Aksel Bech for Mayor, means doing things better. If you want change (and you should!), vote for both of us.
-
Mark Manson
Having been a resident in Tamahere for over 16 years I have seen substantial change in the area, and can see considerable opportunities. I have been married for 41 years, with 2 sons and 3 grandchildren.
I have held executive positions in the Dairy and Food industries, both locally and internationally, and have been a member of NZ Institute of Directors, where I've held a number of Directorships.
Giving back to my community is an important part of my core values. I am a natural collaborator who's willing to listen and represent all views, and believe it is a privilege to contribute to the development of the district. Managing resources and minimising costs of essential services, while bringing accountability will drive my endeavours.
I believe council must be held to account for the skyrocketing rates and needs to re-focus on its core services and the requirements of the local area.

Stephanie Henderson
Independent
A longtime resident, along with my husband of rural Tuakau.
I have sound knowledge of what working within a governance and legislative environment looks like, having served on numerous committees and boards and previously a two term Councillor. Currently on the Tuakau Community Board and the Tuakau Community Response Group.
I believe that a Councillor should be available to their constituents 24/7, I endeavour to adhere to this.
With everyday expenses hitting hard, I advocate for Council concentrating on core business, with nice to haves put on the back burner until the recession passes. However, if a community wishes to have a targeted rate for a specific project I would support this.
I am concerned that true and meaningful public consultation hasn't been taking place of late and would like to see this addressed.
Thank you for your vote.

I'm running to hold Council to account and fight for the people of the Pōkeno-Tuakau Ward. Rates keep going up, but services don't. Roads are neglected, spending is out of control, and Council's priorities are all wrong. I'm running to bring home relief for hardworking families and residents who feel ignored. I believe in a simple promise: no matter who you are or where you come from, you deserve the chance to live a good life, earn a solid paycheque, and raise a family in a safe, well-connected community. That starts with fixing the roads, respecting ratepayers, and putting your needs before bureaucracy. I was born and raised here. I know this community, and I know we can do better. If you're tired of the excuses and want real change, I'm asking for your vote. Let's bring it home - for our families, our future, and our town.

I am Community focused and Community driven. As someone who is deeply connected to the wellbeing of Pokeno and the community, I am committed to being a strong and honest conduit between our residents and Council. I am currently the chairperson for the Pokeno Tennis and recreation hub on Avon Road, started the Pokeno Pickleball group in Meremere, and am a member of our Civil Defense panel. I believe everyone has a voice and deserves to be heard. I bring a transparent, reliable approach to everything I do. I stand for local democracy, inclusive representation and practical action. Together lets shape a future that reflects the needs and hopes of our entire Community.

Whāingaroa General Ward (1 vacancy)
-
Lisa Thomson
I'm very privileged to represent our community at council and truly look forward to serving another term.
I bring experience and leadership, ensuring our community's voice is heard, such as advocating for our improved wastewater infrastructure and we now have an operational state of the art treatment plant and a plan to finally remove treated wastewater from our ocean.
There are huge affordability challenges, experience is essential. Driving critical reviews of service delivery will be forefront; cost savings are needed, an example is our new roading contract, to improve service delivery and cost savings. There are no quick fix promises; these are complex issues. We rely on essential services, but they are becoming increasingly expensive, as is our ability to afford them. There is work to be done.
I work hard and get involved, I am accessible and I take pride in the work that I do.
-
Nicola Laboyrie
My husband Aaron and I are beef farmers, I am a mother to Finn and Estelle, and have lived in the district for over 30 years. I believe Council's top priority must be delivering real value for ratepayers by sticking to core services. Every project should have careful cost-benefit analysis, with ratepayers' interests and consent central to decisions. I have experience in holding Council accountable and will ask difficult questions if needed.
I am committed to transparency, simple communication, and working collaboratively to address our district's issues. My involvement in community initiatives has given me insight into the unique needs across the Waikato District. I hold a Master of Management Studies from Waikato University and teaching qualifications, ensuring I bring practical knowledge, skills and dedication to effective Council service.
If elected, I will focus on responsible decision-making and making sure every dollar spent benefits our communities.

Jamie Parker
Kia ora koutou,
I've proudly lived in Huntly for the past four years, after 18 years supporting Ngaruawahia and Waikato in the computer industry - providing PC/Mac upgrades and e-waste recycling. I've supported causes like the Special Children's Christmas Party and donated computers to those in need. I helped launch Huntly's indoor market, now a hub for local crafters, and organised security surveillance after a spike in burglaries - resulting in over six months without overnight break-ins. I've served on the Ngaruawahia High School board , worked with the Pest-Free Group, and enjoy scuba diving, drone flying, tech and gardening. With your support, I want to: 1) Improve retail sector security, 2) Launch an E-Waste drop off initiative, 3) Push for retail crime accountability, 4) Explore homelessness solutions, 5) Expand Pest-Free efforts.

In the past three years, I've worked hard to support local projects, strengthen community safety, and celebrate the values that make our area special.
I have always believed that local leadership should be visible, approachable, and focused on what matters most to residents - not politics, but people. If re-elected, I will continue to be a strong local voice for: community led projects & funding, public safety & wellbeing. I'm proud of what we have achieved, but there is more to do. With your support, I will keep delivering practical, community driven outcomes - because this is our home, and I am committed to making it the best it can be.

Seeing the growth in our community its great to see new Whanau join us. But I have also ensured when advocating for our community that we look after our longstanding residents as well as the new. I have challenged WDC regularly around the rates/fee increase's and have provided alternatives to support the most vulnerable in our community. I have always taken community involvement seriously and work hard to ensure we listen and effect positive change. My background is in Admin and Communication - which has helped me to better understand and advocate for our community to WDC and from WDC back to the Community of Ngaruaawahia. 'Ko Ngaaruawaahia tooku Tuurangawaewae' naa Kiingi Taawhiao.

Jack Ayers
My name is Jack Ayers and I'm currently on the Ngaruawahia Community Board. I am asking for your vote so that I can continue with projects I'm presently doing for the benefit of all our community. From getting toilets at the Hakarimata track; Bollards to slow down motor bykes in alleways, for the safety of children; to planting daffodils with schools and kindergartens. I will be there to serve. The Community Board has taken on-board Te Taiao, which relates to climate change; with land flooding. Our community, 'The People of the Land' will be guided to be prepared for future events. Being from a farming back ground and knowing that we can only work with Nature; my under standing is well suited to this civil defence project. As a Connection Church Christian, I will serve all well. Thank you for your support.

Ngāruawāhia is more than where I live, It's where I'm grounded. For nearly 12 years, I've called this town home. I've listened, learned and grown here - as a neighbour, a parent, and a passionate believer in the strength of connected communities.
I bring broad experience with a local lens. I've led teams across Aotearoa and Australia in corporate and commercial insurance and spent nearly a decade as a senior leader at Waikato District Council. I understand how council's work, and I know how to ask the right questions. Now I run a business focussed on helping leaders grow their confidence and capability through complexity and change.
I'm standing for the Community Board because I care about our future. I believe in strong communities, clear voices, and good ideas that last. I want to help make smart decisions for our communities - for now, and for what's next.

My family and I live on the western side of the river between Ngaaruawaahia and Huntly. Our family has strong roots in Ngaaruawaahia with several generations raised here and many connections to the area. I have completed my first term on the Ngaaruawaahia community board which has provided learning across all aspects of the role as well as opportunities for contribution. I am looking to continue for a second term with a key understanding of the requirements of the role. I have a Bachelor of Teaching in Early Childhood Education. Ross Wallis
I have had the privilege of serving one term on the Raglan Community Board and have been the Funding representative during this time. Although there is often a lot to get your head around when it comes to council I find it easiest to keep it simple. We are elected to represent you - our community members to ensure we advocate to Council for the best outcomes for all of us here in Whaingaroa Raglan. I have done my best to do this and will continue to should I be re elected.

Nick Pearce
Waikato DC residential rates are sixth highest in the country. We're not an affluent electorate by any stretch, yet our rates are almost on par with Tauranga City and Queenstown-Lakes (just ahead of us on the list). I'm Nick Pearce and I've lived in Raglan for nearly 5 years, and lived and worked in the Waikato District for almost 20 more. Vote for me and I'll focus on rates and what we can do to bring them back to reality. I love Raglan, and want the best for our community, keeping money in our pockets where it belongs while keeping our place, space and environment healthy. I live in Greenslade Road with Inger, who is a long-time Raglanite, and our two dogs. I work as an analyst for the Department of Conservation (am good with numbers etc) and promise to work hard and smart for you.
-
Nicola Laboyrie

Dennis Amoore
I have completed two terms on the community board and we have completed some significant projects during this time, the wharf precinct development, Papahua walk way, foot path to Wainui reserve, new waste water treatment plant being four of these.
Going forward my priorities will be: A spatial plan for Raglan driven by residents, not developers, that gives us a detailed plan that can guide development for the following 30 years, showing areas of commercial and industrial growth, new development of parks and reserves etc; Rates control by challenging council to focus on its core business; Completing the development of a 30-year plan for Wainui reserve; Development of a community hub for youth and indoor sports; Ensuring rural communities of Te Uku, Te Mata and Waitetuna have the opportunity to have a voice at council chambers.
It's time to reinvent how council works or amalgamate.

Satnam Bains

As a father of three young children, I understand the everyday challenges local families face. I'm dedicated to advocating for a community that prioritises safety, sustainability, and well-being for all - including our elderly and those with additional needs.
Protecting our natural environment is also a priority. I believe it's our shared responsibility to preserve Raglan's wildlife, clean air, and stunning landscapes for future generations.
With your support, I look forward to continuing the work of building a strong, connected, and resilient Raglan.

If you have any questions, ask us. We respond to all candidate queries in a transparent way.
We treat them like LGOIMA requests (Local Government Official Information and Meetings Act). This means:
- Everyone gets equal access to the same info
- No personal details are shared — only the question and our response
Q: What were staff numbers and costs as at 22 October 2022, with a breakdown of staff earning $100,000 or more, $150,000 or more, $200,000 or more and $250,000 or more, compared to the same numbers at 1 June 2025.
A: Full breakdown provided to candidate and is available on request to Democracy@waidc.govt.nz
Q: What do I do if I think a candidates’ sign is on Council land or my property without permission?
A: Contact our call centre on 0800 492 452 or send an email to info@waidc.govt.nz – you will get a reference number and a Monitoring Officer will look into the issue. If it is your property, you may remove the sign immediately if they do not have permission.
Q: Candidates are required to provide a recent photo for nomination forms, what about their election signs?
A: There is no requirement to provide an updated photo on your election hoarding, however it may work against you as the photos on the voting guide may confuse voters or be seen in a negative light.
Q: How come existing Council members can post they went to this meeting/event, achieved this, propose to do this etc?
A: Council must continue business as usual, however they may not utilise their Council equipment or resources to promote themselves.
Q: Why can’t I speak at a Community Board/Committee meeting that is open to the public?
A: During the pre-election period the only “candidates” that may speak at those meetings is if they are representing another organisation with a discretionary funding application or they are appointed to the Board/Committee by Council and are continuing with business as usual. The appointed members must not campaign and stick to the business on the agenda.
