A Project Information Memorandum (PIM) provides information about the special features (e.g. natural hazards) of the land on which building work is proposed and any other land likely to affect or be affected by the proposed building work. It also provides information that is relevant to the proposed building work. Information may include:
- the heritage status of the building
- details on any existing stormwater or wastewater utility systems
- applicable legislative requirements (e.g., resource consent is required for the proposed building work).

What information is included in a PIM?
A PIM provides information that must be considered for the proposed project and the land on which it is to be built, including information on special features such as:
- Erosion
- Avulsion (removal of land by water action)
- Falling debris
- Subsidence
- Slippage
- Alluvium (the deposit of silt from flooding)
- Wind zones
- The presence of hazardous contaminants which are known to Council and may be relevant to the design, construction, or alteration of your proposed building project
- Details of water, stormwater, or wastewater utility systems that relate to your proposed building work or your building site.
It also identifies any additional approvals required, such as:
- Resource Management Act requirements
- Heritage New Zealand Pouhere Taonga (heritage buildings/sites)
- Fire and Emergency New Zealand.
A PIM also confirms whether you can carry out the building work on the land subject or whether you need other approvals such as a resource consent.
How long does it take to get a PIM?
Council is required to issue the PIM within 20-working days of a complete application being received or 10-working days if it is for a Granny Flat. If further information is needed, this period is suspended until the required information has been received.

Use the same application form as you would for applying for a building consent.
What information do I need to supply?
You must supply a site plan, floor plan and elevations. The plans must be reasonably well-detailed to
demonstrate levels, contours, datum, siting and room dimensions, room use, etc.
The cost
The cost of your PIM will depend on the value of your project. Fees are charged based on one of three categories:
Projects valued up to $20,000 - $750.00.
Projects valued over $20,000 and up to $1M - $925.00.
Projects valued over $1M - $925.00.
