Farmers use rural roads to move livestock as part of their everyday operations. If you want to move livestock along or across a road in the Waikato district, you may need a permit from Council.

Council manages the movement of livestock on roads to ensure the safety of road users and to protect the structure and surface of our roads.

Council will:

  • assess whether you need a permit to move livestock
  • issue livestock crossing permits and livestock moving permits

Council may:

  • work with you to resolve issues before suspending or revoking a permit
  • take enforcement actions when permit conditions are breached

What is allowed and prohibited

Allowed by the bylaw

You are allowed to move livestock along or across sealed rural roads or unsealed roads. Whether you need a permit from Council, depends on the type of road (road classification) and how often you do it.

When moving livestock, you must:

  • have the required safety measures in place
  • minimise the impact on the road surface
  • avoid leaving excess mud and manure on the road

Prohibited by the bylaw

Do not move livestock along or across:

  • main streets and local streets
  • urban areas
  • national, regional and arterial roads

Bylaw breaches and fines

If you breach the bylaw or conditions of your permit, Council will work with you to address the problem. We can help you understand the bylaw, what you need to do and why it is important. 

In some cases, Council will revoke or suspend your permit. In extreme cases (including repeated breaches), Council may take enforcement actions that could result in fines. 

Applying for a permit

You need to apply for a permit when moving livestock along or across any rural road. Council will assess whether you need a permit and provide conditions for your permit. In some cases, a permit will be a temporary measure until you can get a stock underpass built.

When not to apply for a permit

Do not apply if your road is urban. Moving livestock on an urban road is prohibited.

  2. Create a livestock movement plan

    Create a sketch or map showing the roads, gate locations and proposed movement route. Choose at least two of the warning mechanisms for traffic that are listed on the form. Describe or show how you will use them in your plan.

What happens next

When we approve your application, we will issue your permit. Your permit will be valid for 1-5 years. We can review and extend your permit if needed.

If we decline your application, Council will contact you to discuss the reasons and find a solution.

In some cases, Council may decide you do not need a permit.
