Stock underpasses are better for our roads, soil and waterways. If you need to install a stock underpass, apply to Council for building consent and ask for a subsidy.
Situations where an underpass may be needed
- Your proposed crossing location and its sight distances are deemed unacceptable or unsafe
- Your stock needs to cross the road more frequently than the set threshold

Before you apply
You will need permission to access the road corridor before starting any construction work.
Contact Council to discuss working on the road.

- Design your underpass
As the property owner, you are responsible for employing an engineer to design your underpass.
- Complete the form
- Scan your form and documents
- Send your form and documents to us

What happens next
If we approve your application, we will give you building consent.
If we decline your application, Council will contact you to discuss your options and work with you to find a solution.
Building your underpass
As the property owner, you are responsible for employing a contractor to install your underpass.
Updating your property records
Council will work with you or your solicitor to agree on a Memorandum of Encumbrance. Your solicitor will register the memorandum against your property's Record of Title.
This memorandum records the covenants you have entered into in favour of Council in relation to the stock underpass.
The road reserve will still be owned by Council. The stock underpass itself will be owned and maintained by you.
Inspections and maintenance
By law, every structure under the road must be inspected by Council. Council will inspect your underpass every two years. As the property owner, you are responsible for undertaking any remedial work listed on the inspection report.
Good to know: Property owners do not need to be present for the inspection.
Asking for a subsidy
To address road safety and environmental issues, Council supports the installation of stock underpasses.
Council may provide a stock underpass subsidy at its discretion, and subject to the funding provisions of the of the Long Term Plan. The subsidy is calculated based on NZ Transport Agency Waka Kotahi subsidy rules.
