Road and footpath maintenance

Find out how Council maintains roads, footpaths and related infrastructure across the Waikato district. Learn who is responsible for maintaining berms, roadside vegetation, streetlights and other road-related assets.

Within the Waikato district, Council maintains:

  • 2,519.74 kilometres of road (1,924.29km sealed and 595.45km unsealed)
  • 343.08 kilometres of footpaths
  • 407 bridges

The NZ Transport Agency Waka Kotahi (NZTA) maintains state highways in our district.

Funding for road maintenance

We fund road maintenance work through both ratepayer contributions and the National Land Transport Programme (NLTP).

Key decisions are made by our roading planning team and the infrastructure committee meets regularly to discuss roads and transport as part of Council's wide-ranging infrastructure and facilities.

Roads and footpaths

Council will:

  • repair potholes and other road defects
  • fix and install paths for walking and cycling
  • keep roadside shoulders and drains clear of obstructions 
  • install, repair or replace kerbs, channels, and culvert pipes
  • grade unsealed roads
  • add gravel to unsealed roads

Council will maintain:

  • road signs and road markings
  • street and amenity lighting
  • berms on roads with a speed limit of 70km/h and over
  • railway and road level crossing warning devices

Other routine activities include:

  • street cleaning
  • kerb sweeping and catchpit cleaning

Bridges

Council will:

  • regularly patrol, monitor and maintain bridges
  • periodically have a qualified structural engineer inspect each bridge
  • repair, strengthen, renew or replace bridges for safe community access

Traffic counts

We regularly count traffic on key roads and use the data to:

  • understand traffic flows for coordination of work
  • guide where priority repairs are needed
  • help inform and plan our road strategy
  • identify where more significant improvements are needed

Unformed legal roads

Some legal roads in the Waikato district were planned on paper but never built. These “unformed legal roads” are owned by Council. Council will manage the use of these roads but does not maintain them as part of our managed road network. They are often maintained by adjoining landowners.

Parking spaces

Council will maintain the road markings and road surface of on-street parking spaces as part of general road maintenance.

Council does not maintain off-street parking facilities for businesses.

Emergency works

Council will undertake emergency works needed after severe weather events. We will attend to damage caused by storms, flooding, slips and other hazards such as fallen trees.

  • overgrown berms
  • overhanging roadside vegetation
  • a blocked road drain or grate
