Plan Change 16 - Tuakau Structure Plan (Stage 1) - Residential and Industrial Rezoning (Waikato Section and Franklin Section)

Plan Change 16 (PC16) to the Waikato District Plan generally implements Stage 1 of the Tuakau Structure Plan which was adopted by Council in December 2014. PC16 involves rezoning various blocks of land at Tuakau to provide for a much needed supply of residential land to cater for Tuakau’s growth. PC16 also addresses new provisions for the existing industrial area on Whangarata/Bollard Roads to facilitate industrial growth. The remaining areas of the Tuakau Structure Plan are being addressed as part of the comprehensive district plan review which is currently underway.

The PC16 provisions are based generally on the Waikato Section provisions and apply to selected properties in the Franklin Section. These provisions address land use, building and subdivision activities.

PC16 will be publicly notified on 16 July 2016 and submissions must be lodged no later than 4pm on 31 August 2016.

Structure Plans

A structure plan is a framework to guide the development or redevelopment of an area by defining the future development and land use patterns, areas of open space, the layout and nature of infrastructure (including transportation links), and other key features and constraints that influence how the effects of development are to be managed.

Structure plans do not have any explicit legal status or statutory effect unless they are incorporated into a statutory planning document such as a district or regional plan (e.g. through policies, rules, or specific zoning). This is also the case for any supporting design guidelines or engineering codes of practice unless they are also incorporated into a statutory plan.

Structure plans for Pokeno and Te Kauwhata have already been incorporated into the district plan. Structure plans for Tuakau and Ngaruawahia are currently being developed and will be given effect with future plan changes.
